What it finds
Idle RDS: one of the RDS checks in the database optimization group. Checks in this group look for: database capacity that is idle, oversized for its load, kept past its useful life, or priced on a mode that does not fit how it is used.
Why it costs money
Managed databases bill for provisioned instances, storage and backups around the clock, so unused or oversized capacity is a standing cost.
